VR Ramanathan Road Chetpet near Egmore in Chennai, India. To the right in the photo, you'll see a guardrail where small shops used to be. The city started to clean up the sewage in the river and, as part of the process, eradicated the make-shift shops alongside the road. Although the government has provided housing for the homeless at the city limits, most of the poor work in the city and it's too expensive to take a bus or auto rickshaw into town each day. Sometimes, the homeless will accept the government housing, rent the place out to someone else and continue to sleep on the road.
I guess they must make money any way they can.
